Ratified in 1781, the Articles of Confederation was the first American Constitution, establishing the United States as a loose confederation of states under a weak national Congress. Notably, the federal government under the Articles was very weak, with no ability to regulate commerce, collect taxes, or enforce law with an army. The Articles were later replaced by a more powerful Constitution in 1789.
